DUBAI, UAE - June 18, 2026. VORTIQX Consilium FZCO, the runtime AI governance platform, today announced it has joined the HPE Unleash AI partner program, to address one of the main barriers slowing enterprise AI adoption in regulated industries: proving that AI actions were governed at the moment they occurred.
As the EU AI Act moves AI governance from policy into enforceable obligation, regulated enterprises face a practical barrier. Certain AI Act obligations carry penalties of up to EUR 15 million or 3% of global annual turnover, and customers in financial services, healthcare, telecom, government, critical infrastructure, and defense increasingly need review evidence that AI systems were controlled at runtime. Logs written after the fact are not enough.
VORTIQ-X is built for that gap. Rather than reviewing AI output only after it is produced, the platform governs AI actions before they execute, checking identity, data sovereignty, model routing, risk level, tool permissions, human oversight requirements, and evidence obligations, and can create reviewable decision evidence for governed decisions. The governance pipeline is deterministic: it does not rely on a second AI model to check the first, avoiding the latency, cost, and circular trust problems of LLM-on-LLM safety architectures.
The platform combines a runtime governance pipeline, sovereign deployment architecture tested across multiple jurisdictional configurations, deterministic enforcement controls, and evidence chain infrastructure covered by two Swedish patent applications. The public security review approach underlying the platform has also produced a public hardening contribution to curl, one of the most widely deployed pieces of software in the world.
Through the HPE Unleash AI partner program, VORTIQX Consilium will leverage HPE's AI ecosystem and infrastructure portfolio to help organizations rapidly identify and operationalize high value AI use cases while reducing deployment complexity and risk. This enables customers to access AI ready infrastructure, strategic guidance, and accelerated pilot execution to address their most challenging AI adoption and operationalization needs.
VORTIQX Consilium and HPE are advancing technical validation of VORTIQ-X with the goal of making runtime governance and verifiable evidence available to enterprises on infrastructure they already operate.
Background on the Unleash AI Partner Program
The HPE Unleash AI partner program is a curated ecosystem, combining ISV solutions that go through comprehensive validation testing with engineered HPE AI systems, including HPE Private Cloud AI and the broader HPE AI Factory with NVIDIA solutions, to deliver the performance, security, and scalability enterprises need for production AI. VORTIQ-X is designed to integrate with HPE Private Cloud AI and an enterprise's existing technology stack as a governance and evidence layer beneath regulated AI workloads.
"Enterprises cannot turn AI into dependable, regulated production work until they can prove every AI action was governed when it happened. That is the problem VORTIQ-X solves: it governs AI actions before execution and seals verifiable evidence of how they were governed. Joining the HPE Unleash AI program lets us bring that capability to regulated enterprises on infrastructure they already run."

What VORTIQ-X Enables for Customers
- Govern before execution: Policy enforced at runtime, before an AI action is allowed through, rather than reviewed after the fact.
- Evidence that holds up: Tamper-evident, evidence-backed reviewable records of governed decisions, built for auditors, operators, boards, and regulators.
- Sovereignty by design: Data residency and jurisdiction rules enforced inline, helping regulated data remain within required boundaries.
- Accountable human oversight: High risk actions routed to human review, with the decision path recorded.
- Agentic AI control: Governance for autonomous agents, tool calls, data access, budgets, escalation paths, and non-human identities.
- Embodied AI readiness: Governance extended toward robotics and autonomous machines, where commands may need pre-actuation checks, operator authority, emergency stop handling, and evidence before physical execution.
Why Robotics Matters
AI governance is no longer only about text, data, or recommendations. As AI systems begin controlling machines, infrastructure, and robotics, governance becomes a safety and accountability issue. A bad software action may create compliance or security risk; a bad robotic action can move mass through physical space.
VORTIQ-X is being designed for this shift: helping enterprises decide whether an AI driven action should proceed, be limited, require human approval, or be blocked before it reaches execution. Formal robotics certification requires hardware specific validation and independent assessment, but the governance architecture is being built to support the embodied AI era.
"AI governance has become the gating factor for enterprise adoption, and our customers need partners who treat it as runtime infrastructure rather than after the fact reporting. We welcome VORTIQX Consilium to the HPE Unleash AI program because runtime governance and verifiable evidence are precisely the capabilities regulated enterprises are asking us for as they operationalize AI on HPE Private Cloud AI."
